Water utility officials are blaming bad tasting water in south St. Louis County on last week's heavy rain. The downpours came on the heels of a long dry spell, causing high levels of runoff into the Meramec River, which supplies the area with drinking water.
When St. Louis County officials and Pinnacle Entertainment executives negotiated the deal that resulted in River City Casino, a benefit was included for the South County neighborhood where the facility was built. At least 75 percent of the $4 million annual land-lease payments Pinnacle would pay the county would be reinvested in the Lemay neighborhood through 2015.

Garry Earls, the county's chief operating officer, said that the county requested the contract transfers out of necessity. He said Veolia had already sold its equipment to Allied and that, as of Oct. 1, Veolia would not have the means to collect trash in this area.
"If the council members reject this proposal, I'm presuming they're ready to go out and pick up the trash," Earls said.
He said that the county would seek bids when the current contract runs out next year. "We did it last time and intend to do it again. We just don't have time to do this before Oct. 1," he said.
